Transit Corridors
Transit corridors refer to areas that feature one or more modes of transportation—such as rail, streetcars and/or bus rapid transit—that promote economic development around transit services while fostering active transportation in parallel. Transit corridors connect riders to opportunities and important assets such as schools, government services, employment centers and recreational sites along their routes. They vary by scale, mode(s) of transportation present, carrying capacity and quality, which may include measures like safety, reliability and accessibility. Developing high quality transit corridors provides an opportunity for planners to enhance transit-oriented communities (TOCs) and improve access to opportunity for residents while minimizing potential impacts of gentrification and environmental burdens.
Understand Your Datasets
Transit corridors often exist along a transportation right-of-way, which can serve as the baseline dataset for understanding existing transit corridors in a project area. Using GIS, planners can develop a map of points for each transit stop/station and their corresponding transit lines to learn more about the proximity of stops/stations to residents and the area’s overall connectivity. This exercise can also aid planners in identifying gaps where transit corridors are not present. Transit corridors vary in typology (e.g., public transit, freeways with multi-modal features like bus or train infrastructure) and can be overlaid with other land use factors (e.g., sidewalks, key destinations) to represent the connectivity of a project area. Transit corridors are often accompanied by development, retail and other amenities, which can provide residents access to employment, education, recreation and other critical services. However, improving transit corridors can lead to increased development and investment in a neighborhood, which can lead to increasing rent prices and gentrification impacts. Planners should seek to holistically understand how a new or enhanced transit corridor might function in or impact a project area by assessing supplementary data sources on preexisting transit options and infrastructure, rent and housing costs and nearby critical social services. Various resources can support transit corridor assessment and evaluation, including Corridor Evaluation Measures Methodologies, which provides a list of measures for assessing existing transit readiness and quantifying the extent to which a potential corridor may impact existing or future conditions.

Instructions: Select the relevant tab (e.g., Bus, Rail) to explore and download recent relevant shapefiles, such as “Stops Serving Lines” or “All Rail Stations Combined.” Downloaded shapefiles can be loaded into a GIS software for further analysis.
Data Considerations: Shapefiles contain digital spatial data for the relevant transit mode, such as Metro bus lines, rail lines or bikeways data. Explore the relevant tab for data update frequency (bus data shapefiles, for example, are updated every six months, typically in June and December).

Instructions: Visit the Caltrans GIS Data ArcGIS Online map viewer to reference estimated stops along state-designated High Quality Transit Corridors and other major transit stops, which are calculated from General Transit Feed Specification (GTFS) data and MPO-provided Regional Transportation Plans. Data is available for download in multiple file formats.

Instructions: Visit the Caltrans GIS Data ArcGIS Online map viewer to reference state-designated estimated High Quality Transit Areas. High Quality Transit Corridors are buffered a half-mile from the linear General Transit Feed Specification (GTFS) shape, while Major Transit Stops are buffered a half-mile from the point locations of stops in General Transit Feed Specification (GTFS) data or, for planned major transit stops, MPO-provided Regional Transportation Plan data. Data is available for download in multiple file formats.

Coordinate with Community Members
Assess the presence and quality of transit corridors with input from community members, with a focus on understanding connectivity to goods and services, schools and economic opportunity. Supplement Transit Corridor data with additional datasets and directions provided in other Equity Indicators, such as Commercial Corridor Vibrancy and Employment Opportunities and Job Preservation. By understanding how transit corridors function in a project area, Metro staff may determine gaps in connectivity and assess potential community member concerns about expansion, allowing planners to tailor projects to address community experiences and priorities. Staff may gather local perspectives through CBO partnerships, a public meeting or a community impact survey. Consider whether the GIS shapefiles or point data available accurately reflect the lived experiences of residents in the neighborhood. If infrastructure improvement projects may impact the functionality or experience of transit corridors in the short and/or long term, consider implementing a construction management plan. This plan should be informed by external stakeholder engagement to minimize or eliminate temporary construction-related inconveniences. Include a robust feedback mechanism, performance monitoring and reporting for these impacts.
